CHAPTER 5: TEAM ROSTER

5.1. Roster Restrictions
Teams must have a minimum of 20 active, non-injured players on their parent club roster at all times. Of these, 12 must be fowards and at least four must be listed at each forward position (C, RW, LW), six must be listed at defense, and two must be goaltenders. Compliance with this rule can be assured by frequently sending in lines via the GM Editor.

5.1.1 Injury Replacement Requirements
Teams must have at least 15 forwards, 9 defensemen and 4 goalies signed to OTHL contracts in case players are injured. A maximum of 5 goalies may be on a team’s roster, 3 of which may be on the team’s active pro roster. (This does not include prospects.)

Teams may have a maximum of 23 active, non injured players on their pro roster at any one time during the regular season and playoffs. Teams may have an unlimited amount of players on their pro roster during preseason. Teams may have a maximum of 50 players signed to OTHL contracts (between pro and farm rosters). Each team must also have a pro coach and a minor league coach (see 4.1.1).

5.2. Fines
Failure to comply with the roster requirements will result in a fine of $1,000,000 for the first violation of the CBA and $3,000,000 for each subsequent violation of the CBA. An additional $3,000,000 will be fined if the league cannot sim due to a team having too little healthy players. A team causing a second delay of the sim is grounds for dismissal. Reoccurring violations of the roster requirements by a GM will be considered a violation of the GMs responsibilities and be susceptible to disciplinary action. These fines will reset on a yearly basis.

5.3. Switching A Player’s Position / Adding a Position
You may switch, or add, a player's position at any time. You must provide proof that the player has played the position/positions you want changed or added, by submitting a request through the player edit page on the portal with a valid link that shows the player at that position. The link must come from one of the OTHL approved sites. A player will keep his old position if you add a new one (unless that position disappears from all links below).

5.5 ‘Stashing Players’ in the Minors (trade requests)
Some team General Managers may find the need to bury over priced, underperforming players in the minors to remain under the salary cap, or within roster limits. This is not at all against the rules of the league. However, at their discretion the players may request a trade through their agent. The GM must then attempt to trade the player to a team that will keep the player on their active pro roster.
